Everything about the tolls is a scam. They were originally supposed to end once the bridges were paid for, but the folks in charge decided they didn't want to stop the money flow so now they use the toll system as a jobs initiative (employing lots of worthless administrators and CSRs) and after the government takes its cut for "administering the program" what's left is given to the failing transit agencies so they can pay janitors $200k to sleep on the job.

The discount is only applicable when HOA times are enforced. That means weekends and off peak times are not valid.

And I really hated fasttack. 680 always has issue with scanning my toll tag and will charge me. 880 has no issue. If you have fast track, I recommend check the balance regularly. If the charges are based on license plate number, that means you could be charged even though if you multiple occupants.

I am not surprised to hear what you said. That is my observations as well. When I first found out of the overcharges (some $80+), I chatted with fasttack and they told me that I can not place the tag at the left corner of the windshield (even though that's what the tag instructions said as one of the 3 locations of tag placement). But what really gets me is that the CSR told me that Tesla has some kind of special glass for windshield so it will not work at the corners. I knew it's BS but did not argue with the guy since he is helping to credit me back the overcharges. I have done a few other experiments on 680 where I actually took the tag outside of the car and just held in my hand. Still got overcharged when the tag was set at 2, with 2 people seated in the car.

I think the sensors on 680 is screwed up.

Can't think of a place less desirable as a car owner than SF. between the car break ins and traffic, bleh. All of CA has become a 3rd world country.

Aren't the tolls suppose to pay off the money originally paid by tax payers? Why are they distinguishing how much a tax payer should pay to use the toll based on the vehicle type?

Maybe based on before the express lanes existed the carpool lanes were free but restricted during rush hour (which now 'rush hour' has expanded hours cuz of more congestion). Now you can pay to travel in express lanes but 'carpool' has been bumped to 3+ in certain express lanes and discount if 2. Carpool used to be 2+ and motorcycles. Parts of 80 are 3+ now with no express lane fastrak flex pay feature . I think the toll for fastrak flex goes towards creation of the express lane, but sucks because we no longer have traditional 2+ without fees but now a 'discount' for 2 person carpool even with a CAV.
