With this Amex promo ending on Jan 2024, a new customer would NOT be able to take advantage of this $20 Amex promo since the total would be less than $64.99 for the first 3 months, correct?

You can only set recordings by program name, not at a specific time. There is no History channel, if that is of interest to you.
YouTube TV is a streaming subscription. This means that everything you see is charged against your internet DATA allocation. If you have a few TV's in your house and someone keeps the TV on 24 x 7, you will likely exceed the standard data monthly allocation of 1.2TB. You'll want the unlimited data allocation option from your internet provider then (Comcast was an extra $30/month).
At a base cost of $72.99/month, (plus separate internet service) YouTube TV probably isn't going to save you much, if anything, over cable intro rates. The main benefit might be that you don't need a separate cable/DVR box.
