TONE, along with KTC/Nepros, Ko-Ken, and to a lesser extent maybe Vessel and Asahi are about the only Japanese made ratchets I see sold in America. I'd say Ko-Ken and KTC are more top tier and TONE more mid-tier Japanese ratchets. That said, yes, TONE is a very well respected Japanese tool manufacturer that makes a significant portion of their tools in Japan.
As far as this set is concerned, though, it's not clear if it's actually made in Japan. I suspect it may be made in Taiwan -- I even own this exact set, and paid significantly more for it, years ago - but it's not clear where it's made. Still a great deal for what you get, regardless.
I would say definitely the TONE one as it is $17.18 vs $39.99 on HF. Tone is a very high quality Japanese tool and I believe this one in particularly is made in Taiwan.

I wonder if you know the bits meet JIS standard? I learned the importance of using JIS screwdriver only recently... Thanks

Sorry, I've seen nothing to verify they are JIS standard bits. That said, this is a set that you only get imported from Japan - it's not carried by Amazon USA, for example - except through third party marketplace sellers who import them from Japan, themselves. This is really made for the Japanese market and therefore it's possible those Philips are JIS standard. Just don't know for sure.

I have the wiha one. I like it but the reversing switch is very light and sometimes gets triggered mid ratchet. The set I got came with impact bits and the bits were pretty amazing. Night and day over the usual Milwaukee stuff I'm used to.
