I think with herbs you can. But eventually they will outgrow the light capacity since the non-XL version is only go so high. Some plants that are bushier will also crowd out others so they don't get light and therefore don't grow too well. It's safe to start everything in it, but you might need to have a backup plan if things start getting too crowded so you can transplant into soil or another means of hydroponics.
These are great if you harvest often or need to start seeds before season starts and transplant to an actual garden
