It's meant for copper pipes and maybe pex pipes. When you cut the pipe for plumbing you have to deburr the inside of the pipe with the deburring tool (pen look a like that has a u shape knight) and clean the outside edges with the other tool. It prevents turbulence inside the pipe when water is flowing through it.

Deburr tool can be used on many things beyond pipes. Basically this is a knife with hard replaceable blade designed for edges. Anywhere rough or sharp edges come into play - from 3d prints to saw cuts of metal - it may help.

I would say more PVC or ABS than PEX because they get cut with saws and leave small burs once installed as sewage pipe without cleaning those burs start to accumulate/catch hair and other stuff (lint from washing machines) and pipes get clogged much quicker. PEX sh I understand be cut with blade cutter so it produces smooth edge that slips easier into the fitting, PEX A is less important probably since it gets expanded before going onto the fitting anyways.

The larger one is for PVC (irrigation pipe). It also sucks for that purpose. I have better luck with a piece of emery cloth.

I broke one of those deburring tools in less than a week. The red cap is plastic so don't put too much pressure on it
