Not a good fit. Kilz is best for covering stains and a fresh look. Plus this has overspray and the last thing you want is it spilling into the lives of others around you.

My 2.5" hitch receiver from uhaul started rusting a few years ago. It is black and I just don't want it to degrade until it's unsafe. Mostly use it for my bike rack but have rented a few uhauls. Will this do the trick?

You shouldn't paint over rust. You should remove them (angle grind) before painting. If you don't want to, you should use rust treatment instead. Rust treatment or rust reformer are the key words to use to search. The downside is that those have max temp of 200 deg F which should be fine for trailer hitch.

say a plastic rim from a toy car.

Spray paint and plastics often don't go well together, as the solvents in spray paint can actually dissolve some plastics. Best to test an inconspicuous area before proceeding. And even then with extreme caution.
