Sacramento IIRC is about 500K people, so that by itself is about 1/660 chance.
Then owning an EV in Sacramento probably about 1/50 individuals do AND have a utility bill in their name (including kids).
So 1/660 * 1/50 odds. = FP.
10-30 outlets use 2 live 10AWG wires and one neutral: 10-50r has 3 live 6AWG wires and a Ground wire.
I had a similar thought about upgrading my dryer outlet to a 14-50r plug: once I got the My 10-30 dryer outlet was wired with 10AWG cable, and had 3 conductors connected and a disconnected ground wire (which is the right number of conductors, but the wire diameter was too small for my charger).
The 10-30 receptacle does not have a way to connect a ground, and the converter cables sometimes come with an external ground cable (just a piece of wire to connect to ground). You would have to be positive that it did not pull too many amps, and very very careful to keep the ground wire connected... I would still worry about somehow damaging an EV battery that costs $$$ and the risk of wires overheating if it started pulling too many amps.
A 14-50r plug is designed for 50 amp devices (welders, air compressors, EVSE chargers, etc.), so I bet an electrician would not install a plug for 50amp devices on a 30 amp circuit.
If I had to do it all over today I would get the Tesla Wall Connector, but only because the parts for the same NEMA setup today cost considerably more than in 2019. For $85 after taxes and shipping, I got in on this deal in case we get another EV or if a relative on PGE needs one.
