EDIT - I found it. You can't claim it like a regular game. In the Xbox Mobile App you need to click your Xbox Profile Avatar in the bottom right corner then you will see "Perks" and you can claim it there by clicking "Claim". You will get a Game Key that you can redeem at http://redeem.microsof

I wonder if it is because I got my 3 years by redeeming cards and not just straight up subscribing.
TLDR: Use the Xbox game pass phone app to find the "perk", choose your flavor (PC or console), it will generate a 25 character key. Go to microsoft.com/redeem and redeem the key there.

If yes, log into the game and check the atom store to see if the 5th Anniversary Vault Boy Photomode Frame is there and shows "owned".
If no, you'll need to either purchase the game or have gamepass.
