In general? A combination of the graphics card and the output ports used.
For example, on a typical Dell Latitude that has at least thunderbolt 3, the output of TB3 is about 40Gbps and more than likely, the graphics card can transmit that via that one single output port so you can get a dual 4k/60 thunderbolt adapter or dock (most easy to find config for that would be dual displayport out 4k60) and it should support it (if it doesn't, check if it's a MST or dsc issue). For another laptop, you could use a combination of ports such as two USB 3.2 gen 2 ports or some display over usb c ports or hdmi/dpi out ports.
This laptop specifically you'd have to check the actual spec sheet (you can never trust best buy's) - the USB 3.2 Gen 1 Type-C port (data only) won't support video out, the HDMI port is HDMI 1.4 so the very interface itself won't support 4k60, and the only USB 3 USB-A port is only 3.2 Gen 1 so it won't support 4k60 either (or at least not to my knowledge); all in all, zero 4k/60 external displays with this laptop.

Seems like a great deal for a basic laptop that's powerful. I doubt it's great quality but at this price you're competing with Celerons which are nowhere close to this in performance (like seriously this is 4X better)

IT worker here. I would buy a refurb Latitude 5000 or Precision over an Inspiron any day. They're not well-made.

that is what i use. is Dell soldering in the Ram, SSD et al on these new laptops. that tends to be a deal breaker for me; i usually like to upgrade Ram and SSD or be able to repair my stuff to make it last forever.

It's a toss up between the two and either would likely work great for the use case. The i3-1215U is faster in single core apps, Ryzen 5 7530U a bit faster in multicore apps You can't go wrong either way and anyone using these laptops for browsing, Office, etc. probably wouldn't notice performance differences if they used either of these back to back. I actually bought the i3 version for my aunt a few weeks ago from the dell.com deal and it seems perfectly fine.
