For example, on a typical Dell Latitude that has at least thunderbolt 3, the output of TB3 is about 40Gbps and more than likely, the graphics card can transmit that via that one single output port so you can get a dual 4k/60 thunderbolt adapter or dock (most easy to find config for that would be dual displayport out 4k60) and it should support it (if it doesn't, check if it's a MST or dsc issue). For another laptop, you could use a combination of ports such as two USB 3.2 gen 2 ports or some display over usb c ports or hdmi/dpi out ports.
This laptop specifically you'd have to check the actual spec sheet (you can never trust best buy's) - the USB 3.2 Gen 1 Type-C port (data only) won't support video out, the HDMI port is HDMI 1.4 so the very interface itself won't support 4k60, and the only USB 3 USB-A port is only 3.2 Gen 1 so it won't support 4k60 either (or at least not to my knowledge); all in all, zero 4k/60 external displays with this laptop.
