If you did just a little more research and kept an eye out for November deals (pre-BF, BF, CM, etc.), you could do even better or cheaper. Plus, if you have a Micro Center nearby, they always have good deals on CPU+mobo+RAM combos. You can also try their open-box sales. I scored really good deals on my mobo, RAM, and case that way last year, saving $150–200.
I left out the OS. If you're a student, you can usually get Windows for free through your school. If you already have a system, you can sometimes move/clone your drive to a new system, depending on your current license. Otherwise, there are legit online retailers that sell Windows keys for ~$30, no more than $50.
OPs deal is decent if you need the e-cores but for not for gaming, gimped performance with DDR4, weak stock cooler(most likely thermal throttle) and crappy mobo, and the 4060ti 8GB is just OK. The 7600 and 7800XT is the perfect balance. You can grab a brand new tray 7600 for $160 shipped. The AsRock Pro RS with good VRM, WiFi, 3 m.2 and can be had for $125. You got fast 6000mhz CL30 RAM, fast gen4 2TB NVME($10 more for 990 Pro), 750w highly rated unit with room for upgrades

EDIT - it is also extremely easy to open up and work on. I've replaced the ram and ssd, and added 2 additional drives. Just a heads up, mine only had 1 nvme slot. my additional drives are standard SSDs. However, the pic in the microcenter page has a different motherboard layout than mine does - it may have additional nvme slots.
