7800xt. The power draw on 6950 is too high tbh, though if the price falls enough, it might be worth it to get one and put a power limit on it and get better 4k performance from the higher core count.
Also, from experience, if AAAWave is offering a price drop, better deals will soon follow suit.

Get the 7800XT as it's more efficient with av1 encoder but slightly slower than the 6950XT. But I've read the 7800XT can overclock pretty high if you want the extra performance.
But maybe read this thread as to why you shouldn't buy a 7800XT. It's hilarious to me a basement dweller redditor knows better than amd.

My 7800xt runs games at different boost speeds without overclocking like Jedi Survivor at 4k runs around 2950Mhz. I like my card, not sure what speed the 6950 offers
