You can connect the VR headset to a PC and use Steam VR. Same with Google Earth VR which is in both the PC Oculus App store and Steam. There are ways to connect the Quest 2 to a pc either by a cable or wireless.

I don't remember the specifics, but I did see a Quest 3 bundle in store yesterday. No discount but it came with a travel case and something else.
