If this was DDR5, it'd be a no-brainer over the current $800 Lenovo Legion 5 FP deal.
For $200 over that deal, we get:
i7-13700F vs i5-13400F (from some quick price checking, the i7 alone is about a $200+)
32gb vs 16gb RAM (but at DDR4 instead of DDR5)
1TB NVMe + 2TB HDD vs 512GB NVMe (In this day and age, 1TB NVMe should be the Minimum, lets be real)
I/O on the MSI is more Plentiful @ 11 USB plus Mic-in and headphone out vs 9 USB (It might have Mic and Headphone, bust not listed in ports section)
MSI has 650W gold PSU. Unsure of Lenovo.
As to whether the i7 is worth it will be situational. Its a good CPU for sure and the rest of the PC does have some "pros" with not having to upgrade storage and RAM right off the bat and the 2 extra USB ports could be a selling point to some. They should both perform about the same in gaming with the i7 gaining 0-5% more FPS on average, but of course this will depend on the game and how well each system does on the cooling side--For that I'd recommend digging into reviews.

They're both gimped. 16GB/500GB/500w is laughable and the i7 is severely gimped with D4. The 13th Gen i7 is more than 5% better than the 13400. 13400 is even slower than the 12600k that it replaced. Anyhow, there were plenty of 12700/5700 + 3060 deals for less than $700 during the summer.
