I had an offer for spending $100 twice and get $25 circle earnings. I only spent $96 each using my red card. But it did complete my offer. So they use the price before discount for calculating offers.

I think the limit is 2 per GC theme. There are 2 different themes I believe you can get 2 for each. At least that what I did last time a few days ago
