Yes but you have to call customer service now to set it up. And the family member must have the same last name and technically live in the same house (but in my experience they don't check).

Best use I've found was to transfer UR points to Hyatt and use them for Hyatt hotels.
Fly primarily Alaska and have 4 Alaska cc for a family of 4 so that we can travel twice a year with the companion passes so never used UR for flights.
You will both need to be on the call, but after that and a day or two, you should see your family members account as an option to transfer to. They told me I'd have to call to transfer every time, but I don't.
My wife's points are not visible from my account? But I can transfer to her account fine.
It looks like the Apple site, but it is not.
It is a third party site that you have to access via the ultimate rewards links.

UR points are valued at 1.6 cents per point. That's $1065. Not much of a deal. Still better to use on Travel. I routinely get 3 cents per point through Hyatt transfers.
