The motherboard is a lower-midrange am4 board with acceptable quality and features. For a budget build the average user should find it entirely sufficient. Here's a link to the spec page: https://www.asus.com/motherboards.../techspec/
The ram isn't very high end, but once again for a build of this tier it's perfectly acceptable. Additionally, ddr4 ram is very cheap, so if 16gb isn't enough, or you want faster ram to go with this budget build for some reason, you can always upgrade later.
Overall, if you're looking to build a computer only for gaming, and are on a very tight budget, this is probably the best value you'll find.

At 1080p using a rtx4090 (the best case scenario for performance scaling to be shown, and an extreme example for a low tier set of last gen components like this) the 5800x3d is on average 6% faster than the 5600x3d in average fps, and 5% faster in 1% lows. The actual performance delta when paired with a more rational gpu, like say a 6800xt, will be significantly lower than that already minor 6% difference. While there are certainly games that will be bottlenecked by only 6 cores, that is currently more the exception than the rule.
With regards to streaming and processing video, you are correct that a 6 core cpu becomes a major limitation. That being said, if your use cases are more cpu intensive than simply gaming and you're building a new pc, then the last gen x3d chips on the dead end am4 platform aren't a good option period. If you require high multithreaded performance, you'd be better off looking at either intel 12th gen or later deals, or amd zen 4 deals.
Creating a computer with a similar (likely lower end but still acceptable) motherboard and ram and the 5800x3d would probably cost around $100 more assuming you bought all the components at good sale prices. At this price tier, putting an additional $100 towards the gpu as opposed to the cpu would yield an improvement in fps far superior to the difference between the 5600x3d and 5800x3d.

Side note: I have a Quest 2 (which I've used all of maybe 10 hours in two years) and I only ever used it wirelessly with PC VR games like Half-Life Alyx.

For me, I like to keep my MB as long as possible, because Microsoft license keys are tied to the board.
Right now Microcenter has a 7700x with MSI- 650P and 32GB of ram for $400. I get that is $130 more but you get 32GB of DDR5 and in 2 years you can just drop in the next gen of Ryzen CPU.

If you aren't able to transfer your license for whatever reason, such as being unwilling to make a Microsoft account (good choice), it is possible to activate windows for free using... less legitimate means. I don't condone piracy, however if you've already purchased a windows license, and microsoft is giving you the finger by not allowing you to transfer it, then I don't think it's morally reprehensible to find an alternate way to continue using the product you already payed for. Do your own research on that particular possibility.
