So sounds like you cannot buy Uber Cash and trigger this deal.

The worst case scenario happens a lot where if you complain about a missing item to Uber, or any of the services really, is that they ban you from refunds, even if you are honest. So then it becomes a risk ordering delivery.
My wife and I ordered something a few months ago, received someone else's order from a completely different restaurant. I tried contacting the driver, Uber tried contacting the driver. They couldn't get in touch with him and told me "sorry, nothing we can do, not allowed any more refunds", yet we were always honest and complained only if an item was missing. I tried escalating and nothing worked.
Amex provides us with a $15 credit, and now we just do it for pickup, and even sometimes just place the order while we are at the restaurant and let them know we're processing it through Uber Eats, just so we can utilize the credit.

Every week there are 40%-50% off restaurants and groceries which easily offsets the inflated pricing and even with delivery and tips included is cheaper than going to a restaurant or grocery shop making it highly affordable and convenient. Couple that with 15$ Amex credit a month and this makes our life a whole lot easier.
This deal coupled with everything else is just GOLD.
