I'm completely sure it's not. Last year was a great blue bird Pokemon with a winter hat. He looked great. This looks like junk you get for 50 cents in a venting machine.

No that was a separate freebie. That one went out of stock real fast and it was a Piplup. I have two of them

No, when they ran out of piplups, they replaced it with an ornament like OP mentioned. It could very well be the same one.
