Some shoes have stiffer sole plates for more efficient power transfer, but for most riders, comfort is priority 1.

Flex will depend on the stiffness of the sole as others pointed out. The stiffer the sole the less flex and more power you generate. This comes at the obvious cost of comfort though. There is a power difference but if you ain't very serious about training you probably wouldn't notice it much, if at all. Most stiffer soles will be found on road shoes which are much harder to walk around in so keep that in mind. Though if power is your ultimate goal, that's what you want.

I would say, places like REI and LBSs do have very generous return policies for the most part. If you get fitted for a shoe that gives you that extra stiffness; you can probably try it out. That way you can see if you do benefit from any additional power in your metrics or get any discomfort with some actual usage.
