The battery life is longer, although if you turn off GPS on the 11 you can get closer to what the 12 has (the 12 does not include GPS).
I recently decided to go with the 12 over the 11. While the improved battery life was a factor, the biggest plus in favor of the 12 is the length of time it can record without shutting down due to heat. GoPros are known for heat issues in certain scenarios, and it appears they've improved the 12 considerably in this regard. Lots of tests on YouTube demonstrating this. Having a traditional tripod connector built-in, LOG color profile and HDR were also bonuses for the 12 over the 11. Being able to use a Bluetooth mic is also a cool addition.

I recently decided to go with the 12 over the 11. The heat issues are real, but not for your use.
For underwater filming, as long as you're not letting to the camera bake directly in the sun for long stretches of time in between shots to heat it up, you'll be fine.

I didn't think about needing the time to set it all up and know how to use it. I plan on having one for a trip myself. I might pick up the remote controller though so I can just push a button while I keep the camera mounted on a hat
