I was a platinum member, but moved to a new house and started flex as a new customer, but didn't get peacock free because I am not in the premium tiers of service length
I find the ad breaks very short compared to cable viewing also. Let's say a bravo show runs an hour on cable - that's 40 minutes of show plus 20 minutes of commercials, Peacock only shows about 4 minutes of ads

Just like Sears could have been what Amazon is and Blockbuster could have been what Netflix is, cable could have been what streaming is but decided not to.
Also, LOL at all the streaming companies that give away their lowest tier for free with Tmobile or Walmart or whatever but walk away from free money by not letting those people pay the difference to upgrade to the better version.
And so if these companies are giving you basic versions for free via T-Mobile, Walmart, Verizon. AT&T etc., and not letting you upgrade, it might be intentional. Or might just be lazy of them as you suggest. Who knows? Just saying we can't assume it's the latter.

I had their service for 15 months (had 3 months free via a TV purchase, and subbed for a yr via some promotion). All that time, we hardly used it. Saw a few episodes of Poker Face, but never finished it (it was good but nothing exceptional; too many streaming options and not enough time). I did stream a couple of new movies. But I could have rented those via Redbox and still saved even over the annual promo price I had paid.
I currently have the $6 Amex promo on my account. With this deal it'll cost me just $14 for the year. And I'm still not subscribing. I just know we won't use even $14 worth. We just have too many streaming services. And I would rather pay for the ones we know we'll use (even though they are expensive).
I know individual preferences and price considerations vary for everyone. But for me personally it's not worth even the promo price. They just don't have enough compelling content.
I think I only got peacock in the past to watch a season of Yellowstone and watched some of La Brea but my sub ended at the time and never finished it.
