    problem is WM CS often do not scan the activation code, so can never be activated with ST.

    Yes this happens when the online or in store rep does not scan the serial # at the bottom of of the box. They need to scan twice, both the UPC and the serial #.

    You can always return to Walmart if that happens as long you have a proof of purchase. Typically return, scan correctly and rebuy on the spot. This is not a Walmart or a tracfone only issue though.
