does it mean that I can just upgrade to this phone if i already have an active number and service with tracfone? an annual prepaid plan from other phone devices with the annual plan included purchased before?
also, if i were to want to just use ST service for a bit less work instead of the cheaper tracfone monthly service, do i have to purchase a new sim or a new prepaid service pin/card from walmart or ST website? and if so, are those usually virtual or have to sent through physical pin/simcard?

No plan required. You can activate with a tracfone $15 plan so that it can be unlocked for free after 60 days. No need to renew after the first month. May need to call them to rebrand the phone to tracfone if you want to activate on tracfone. If you already have a tracfone, ST, total service you can activate with that service for free.
