I bought this for the same price this time last year. In fact I bought four of them for the whole family. One I had to return because it was clearly used and the glass had schmutz on it. The rest looked (like) new, no scratches. These are most likely returns from the whole year that Canon sells as refurb for BF.
A fun little lens for $79. In fact it's good enough for even professional jobs. While not exactly razor sharp wide open, nothing will keep you from shooting award-winning photos with this lens.

How does Canon refurbished return work? They send you prepaid label, or you have to pay for shipping?

depends. if defective, they send you a return label. if you just change your mind, you'll pay for the return shipping. a small price to pay to try out something heavily discounted when it some to a $1,000 plus lens. more of a decision making factor when you buy a $79 lens.
Canon paid for my return as i called in the dirt on the glass.
