This is slightly better CPU but arguably MUCH worse GPU because dlss 3.0 doubles frame rates in games that support it which is the majority of AAA titles and the 4070 is a really good GPU.
More importantly this is last year's model, used, and an open box customer return which can be due to issues in the system. amazon warehouse deals is VERY much rolling the dice at times.

The laptop for which I have provided a link to from Amazon also the same brand. Just a superior laptop has a much better display

1080p display-- not better and screen hz and quality is worse than my deal with a 240hz QHD
115watt GPU -- not better (it's gimped)
not a "ti" GPU -- not better
cooling -- way worse
return policy-- way worse at BB (14 DAYS!?!) my deal allows a return up until January!
i7 vs i9 -- my deal wins again lol
