I have a few family members still using the xr with very little issues but they don't use the devices as much
I had to wait for the 'black shirt' person to come in at 10, as normal target folks couldnt sell it.

I'm not even sure it's a true ATT rep at the targets. Mine was just a dude with a black shirt that was authorizeed to get the phones out of lockup.
Yep, I just bought a black one for $315. No plan, unlocked. Took all of 2 mins.
I had to wait for the 'black shirt' person to come in at 10, as normal target folks couldnt sell it.

But the phone says SIM not supported on starting. Looks like this is AT&T unlocked.
