The 4ft ladder is way sturdier for general household usage like changing light fixtures or painting the ceiling. It's not recommended to climb the "top 1 or 2 steps" of most ladders but it's convenient. This 4ft is just enough that I can use the top step and pull myself into attic opening. Note: do at your own risk based on your strength, fitness and experience. I'm not liable if you try it and hurt yourself.

The capacity rating on consumer products like this ladder are extremely conservative, like to the point that makes the rating nearly pointless

Also, who knows how closely some companies will build to spec to save money.

Exactly. If you are a contractor at risk of getting called out by OSHA on a job site for having a worker found over the weight limit of a ladder, then you should be wary of overloading the weight limit. If this is for household use or being used out of sight from prying eyes by a contractor in a residential setting for example, then you can overload this thing all day long and it's not going to be a real world safety issue.
