Just to share my own experience on virtual MC/Visa cards from giftcards.com.
1. They cannot be used in-store through Google Pay.
2. They can be used in Paypal only if the merchant can accept them directly. In another word, if the merchant does not accept them directly, going through Paypal would not work either. For bill payments, if your merchant classified the payment as recurrent, Paypal does not allow prepaid credit cards (virtual or physical) for recurrent payments regardless if your merchant accepts your virtual card directly.
3. They can be used at walmart.com to buy physical gift cards at any custom amount greater than or equal to $5 but cannot be used on eGift cards. walmart.com now requires $35 minimum purchase (including gift cards) for free shipping unless you are Walmart+ member. Before Oct 2023, walmart.com had free shipping for physical gift cards starting from $5.
4. They are accepted by Amazon gift card reload. Amazon has increased the minimum gift card reload amount from $0.50 to $1.
5. Sometimes I saw split payment in eBay direct credit card payment. Sometimes I saw spilt payment in Paypal. I have never used split payment so I don't know what are the criteria (such as merchants or amount) for eBay or Paypal to offer split payment. But it seems to be an opportunity to use up the small amount left on a virtual card. If anyone knows more about split payment, please share.

You can add these gift cards to PayPal and use it for payments anywhere PayPal is accepted. I did this for Visa cards bought from this site

It depends on how your merchant categorized your bill. If it is categorized as a recurrent payment, Paypal won't charge it to a prepaid credit card (either physical or virtual). But you may be able to use it directly at the merchant. I have not had any issue charging it directly to pay my electricity and gas bills.

5.95x3. you will save about 12 total + 1% from credit card (or 5% from chase freedom/paypay) + 1% from cashback site.

I bought 3 and immediately unloaded them to my utility bill. I dont trust these prepaid card

There was a $5.95 fee per GC (so x3 for 3 GCs). But its still a $4.05 savings per GC, since you get the $10 off. And I spent it all immediately on util bills, so no risk.

Same. Saved about $12 with coupon, earned some Chase points by paying via PayPal (5%), waiting to see if CB portal tracks.

These look pretty good but seem to be a PITA if you want to gift them to someone with all the restrictions on how to use them.

lol believe me im the cheapest of them all but there is just too much involved with these. some get flagged as fraud when you use it, some dont accept it, its an overall a pita and too much work for such little savings.
