Go to your Google Play Store and select your account at the top right
- click on Play Points
- under perks you should see the discount for Gold and Platinum tier.

Some report that joining Google One Premium (2TB) will give you a benefit to jump to Google Play Points Gold. YMMV - I upgraded my 100GB membership to 2TB nine days ago and no such benefit has been provided. Google Support is unable and/or unwilling to help.
