Edit: fwiw I love the travel pack. I use it to travel for work and for that purpose its worth its weight in gold. Speaking of weight, that's the downside to the water proof material. The pack weighs a few pounds even empty. Its not a featherweight. The zippers are pretty stiff as well so they take some effort to move. I thought they would loosen up over time, but that hasn't been true, which is good and bad. I bring up the weight because they weigh carry ons in europe. I've been busted there with the bag but my average across all bags was fine, so they let me board with it without paying extra.
That said, the pros outweigh the cons for me. It fits my 16" m2 mbp laptop in the sleeve just fine. Love the shoe sleeve and all the elastic pockets for cables and such. It also has a luggage pass through to slide it over a carry on roller handle. I also tuck the straps into the back plate (it snaps shut) so the straps don't dangle into the aisle when I slide it under the airplane seat in front of me. It's the only bag I carry on nearly all of my work trips. Fits a few days of clothes easily, without expanding (I rarely expand it).

Also the prices are the same. You linked to the travel pack which is a different product than the backpack from the other deal. The 20L backpack is also currently available for $140.

This is link to the 20L travel pack review. Keep in mind that this review is at the $299.99 price. I definitely would not buy it at $299 with the issues, but I can deal with them at $157.
