start checking monitors from 8.0 and up, (there's a link to Amazon for prices, check Ebay as well) when you see (Response Time @ Max Refresh Rate ) under motion section you want to basically see 3 grids of green squares
-ALSO 'very important'- you want 'contrast' around 6 and at the very minimum a 'black screen uniformity' at around 6 or higher, so you can witness dark scenes in games or movies with out staring at a bunch of nasty VERY DESTRACTING glow!!

everyone needs to rethink what a bargain really is and buy an Gigabyte MU32 or something...
I dug around everywhere, prices are back where they were 2 years ago, not the best time, wait for a Christmas drop or buy the 'HP omen' or better at minimum.
REMEMBER ignore when a monitor says 1ms latency or input lag, this means NOTHING! what matters is 'pixel RESPONSE time' You need to see a genuine chart the way RTINGS provides.
(If the monitor sends the signal to the screen and the screen blurs 10 frames into a mess you're better of with a 1080p 60hz monitor with decent 'pixel response time'.)

VA panel vs IPS of the one posted
IPS tends to be brighter (which some may say is too bright) and less prone to ghosting. There are reports of washed out HDR
VA tends to have better blacks/contrast (so better HDR), but more prone ghosting, and worse angles.
That said there are high contrast IPS or high refresh rate VA.
If I was forced to buy sight unseen, I'd probably lean toward IPS. Given that I usually watch media on the TV not monitor so HDR isn't _as_ important to me
