We use this monthly to clean our HE front load washer. A little scoop keeps it from smelling and reduce the amount of mold forming in the rubber door boot. It doesn't eliminate it entirely though, unless you're religious with soaking up/drying water after every wash. We do keep the door and detergent compartment open after every wash though which seems to help.

My understanding is you just need hot water to dissolve the coating on the granules and after that it works fine in cold water

Oxygen bleach (Oxiclean) release hydrogen peroxide and will slowly do so in cold water, but far less rapidly and efficiently. "Dry cleaner here to recommend using HOT water when doing powdered oxygen bleach soaks. Powdered oxygen bleach releases hydrogen peroxide (H2O2) which oxidizes your clothing and helps correct a stain's color.
This process works much better when oxygen bleach is exposed to high temperatures as it releases more hydrogen peroxide!
Protip - the longer the soak the better the results, try overnight for best results!"
