They've been harder to find and the price per pack at the moment is the lowest with these. 151 is a special set and doesn't haven't the typical booster box option.

Last I checked, Amazon was selling the 151 ETBs for $44, which comes out to 4.89/pack. Not quite as cheap as this deal (4.67/pack), but if you have Prime you can get free 1-2 day shipping. And you get the extra collectibles and sleeves with the ETB. Ended up getting that after stock disappeared on the Walmart booster bundle. Cool to see that target is joining in on the discounts though!

General consensus is to avoid buying these from Amazon. Try your local shops instead as a lot of reviewers have stated getting opened packs or resealed packs without the rare cards in them, not to mention fake cards.

don't know anything about pokemon, but I guess there's more to it than the cost per pack? are these better cards? what makes a set or series better than others?
