What Nintendo (and other companies that offer gift cards) is betting on by selling these at this price is that the majority of people will give their $9 to Nintendo and either not spend the $10 that is now locked into the Nintendo ecosystem (a TON of gift cards are never actually used), or that the gift card recipient will spend more than $10 when using the gift card.
Either way, Nintendo has gotten someone who might not usually or otherwise spent money on Nintendo stuff to give them $9. And if you get someone to buy something once, the more likely they are to buy it again.

This is regular price at Sam's club in case you want a physical card as opposed to a digital card. My location is shipping only for the $10 gift card though.
