I just tried this from my Game Pass version to Steam, it's easy! You just need to copy your files and folders from
C:\Users\<Username>\Saved Games\The Outer Worlds Windows 10<bunch of numbers>
to
C:\Users\<Username>\Saved Games\The Outer Worlds
You should be copying over Achievement.dat, some Autosave folders, and some folders with random names (one for each manual save). When I did this, I had created a quick character and manual save in my steam version so I knew where it would go. I had to load the save instead of continue, but that's about it.

is there a way to transfer saves from the gamepass base game to this TOW edition?
fun game but i would rather save time and load up from a save point to play the DLCs
