The 99 optiplex would be alright as a plex or game server, but the other stuff is barely a deal.

Additionally, I bought the listed/recommended memory direct from Crucial, and it prompted would not post. I then noticed that the 1 stick of Ram the system came with, wasn't in the specified "1" slot, but the "2". The "1" slot did not work. So obviously their "refurbishment" was to move the memory and hope no one ever noticed.
I had to file with my CC to dispute the charge to get an RMA/full refund.
Kingston RAM, not that big of a deal, would prefer Samsung or Hynix
Unknown SSD, this is my biggest concern, no brand ssds, Ive had kingfast, saichi, and a couple of other unknown manufacturers. Immediately pulled and replaced.
Reached out to support to see if this is standard practice by their refurbers, with no reply to the question but did send replacement drives. The replacements were just some other no name drive.
I understand cheapening out, but atleast put in adata or lite-on. Something I can actually find some specs and firmware for.
