With iCloud doing the heavy lifting with photos and files, the 128GB would probably be enough for the vast majority of users.
You can do all the math you want, but there's no way I would want to store all my files on local devices. I sync and access documents on a Mac, 2 iPads, and 2 iPhones.
Don't wish iCloud costs were cheaper? Sure, but bundling in AppleOne and stocking up on gift cards from Target every Thanksgiving makes it pretty affordable.

If iPadOS was more open with 3rd party apps this would fully tap the M1 gains, but right now it's limited to the same iOS Apps that a $400 iPad can run. Nice luxury item but not worth it for me in the long run.
