We have done this for all our kids. As soon as it became big for "deal sites" I noticed a big influx of "slickdeal" ladies showing up to the events. No kids, just a list of random names to collect the kits. PSA: Please don't ruin a good thing by scamming this system.

My local HD will not let people take kits - they have to be done in the store. I'm guessing it's to curb that behavior.

My local HD has recently started this as well. They also usually have a constant line with about 50 people in it at any given time from 9 AM until they run out, and they don't honor any registrations. I usually don't go to HD anyways as it's in the next town over, but definitely not encouraged to go for any build workshops

Depends on the area of course, but I have seen them run out of room a lot in my ~3 closest Lowe's stores, so best to register early if you remember.
