I need a SIM card for my car using maybe 5 minutes or less of phone calls per months and 1GB of data. Is there any cheap plans basically just to keep a number alive like $2/mo?

I use Mint and it seems OK , but I am not a heavy user ,
You cannot stack these , so every 3 months you need to change your phone number , or use Google voice.
I just use it on an iPad for Data so changing the phone number is not a problem for me.

Take a look at Tello (tello.com). 100 minutes, 1 GB = $6/mo.
