I need a SIM card for my car using maybe 5 minutes or less of phone calls per months and 1GB of data. Is there any cheap plans basically just to keep a number alive like $2/mo?

Airvoice wireless. They have $10 for 3 months. If you do not use all the amount, the balance gets carried over

An example 30 gig for the year for $40. The nice thing it is one big pool so you can decide in the year when you want to use the data its not metered per month. Most likely it will be a TMO network.
Now these are are data only but you can sign up for a google voice number or use your favorite app like whatapp etc to make calls no problem. GV will run over data or wifi no problem, however it won't get priority like a voice call. A side benefit of GV is that you can port till the cows come home and never need to worry about losing the number. You just point it at the device or new ported carrier #. e911 will still get priority.
What service provider does sparks use? How does this compare to tmobile data only plans?
I tried Mint Mobile for 3 months back in 2022 and I was impressed with how smooth the number porting was when switching from AT&T. The management website and app was pretty good too for a pre-paid company. AT&T on the other hand is horrible to deal with when porting your number to them and their customer service hours suck! When switching to AT&T, I can expect about 3 days downtime with my number in lingo. With Mint, it was like 5 minutes downtime for the switchover!
This is the only thing i dont understand. Is it unlimited talk and text regardless of the data plan?
yes, unlimited talk and text regardless of the data plan. i use it for work from home purposes. it's reliable for me. i'm always on wifi anyway so dont use much data.
