I used to love Cici's as a teenager. Now in my mid 30s, I go about once a year to remind myself why I only go once a year. After my most recent visit (and my local store is probably the nicest & cleanest one in the whole company - a germophobe owns it) I think I'm finally going to cease my annual visits. No bad experiences, just tired of the terrible food quality. Cheapest ingredients imaginable, "high gluten" dough, watered down ranch, broccoli always starting to mold. Not to mention you always feel like crap every time you leave regardless of how full (or not) you get. The only pizza really worth it there is the flatbread-like pizzas they sometimes serve simply because it's less crappy dough, but it still has the crappy toppings. I finally learned my lesson and added it to my 'banned' list. I'm sure most people (especially those with kids) will disagree with me and that's fine (not trying to be the diabetes guy in the soda thread), just giving my two cents for anyone not familiar with them.
Pizza buffets are a dying breed. Only reason I enjoy going to cicis is to remind me how awesome Pizza Hut *used* to be.
Get the whole team together after a win and storm Pizza Hut at lunch time. Managers would panic and say "MORE PEPPERONI! MORE SAUSAGE!" as we poured in the door.
I feel like it depends on the location. There's a few near me, and some are good while others are worse quality. I will say their pizzas are very oily, but you can ask them to make any pizza free of charge (like Flatbread), which is a plus.

Historically, these types of coupons excluded holidays (e.g., MLK observed holiday). I am not seeing these types of restrictions on a first pass, but it couldn't hurt to confirm with your local restaurant before heading over if you happen to be dining on a Monday that coincides with holiday.
Well technically you can do a half and half pizza, and most people do the 2x $6.99 deal, so that's 4 people/flavors. You can swap a pizza for a dessert, salad, sandwich, etc. if that's your angle. I get your point, but there are ways of getting variety, not just "ONE flavor" like you stated.
I'm going by the cheapest pizza they sell without having to buy two for $6.99 since you stated "It's almost the same price as Dominos" If you have to buy two items with tax for $15 that's not "almost" the same price as something that costs $5

Lets look at the math differently. $2/$4.99 = ~ 40% and $2/$6.99 = ~ 28%. So at minimum you're overpaying at $6.99 without the variety or quantity you can get at $4.99.

Facts. Stupidest decision Pizza Hut ever made. Now they have tons of the old large restaurants and every last one of them is literally always a ghost town because there is absolutely zero reason to dine-in. So why pay to maintain the large buildings? It doesn't make any sense. And since they took the Domino's model, well, sorry but Domino's does it better and cheaper. The icing on the cake was when PH took away the Peruvian cherry peppers as a topping. Haven't been back since.

Servers at Chinese buffets refill drinks, bring silverware, bring additional condiments/napkins, and remove plates as you dirty them. They are paid a "server" rate.

What has the cicis employee done to warrant a tip that a McDonald's, Burger King, Wendy's... employee has not done?
Little Caesars $6.99 cheese or pepperoni+ T-Mobile Tuesday free bread sticks is a comparable "cheap" pizza deal. I'd argue to say the Little Caesars pizza is better quality. Let that sink in.
