Not for a 12 gauge cord with locking ends made for generator use, presumably during some sort of power outage when people are going a bit kooky. This will keep someone from accidentally knocking the cord out of a fully loaded generator and getting a nasty shock at best.

I just picked up 4 of the 50 foot green cords at my Lowes. They were marked on clearance for 19.99, but rang up for 9.99. Check your Christmas section for those.

One end traps the plug, but I wouldn't call it "locking". The other end is a standard male plug.
Even on 15A circuits a 12GA extension is what you want if the extension is long.
