Anybody happen to notice that this is a 12/2 cord? There are only 2 conductors (wires) instead of the usual 3. This is stated in the Specifications tab on the Lowes website. It says: Number of Conductors - 2; Number of Prongs - 3.
I think there's often a mixup on that because building wire is also called 12/2 "with ground" rather than 12/3. This I beleive is due to the ground not being as large of a conductor.
The box pictures claim it is grounded and also say 12/3
Brickseek said only 6 at my Lowe's, got there and they had at least 12, I didn't dig further to count more. Bought 3 and now shows 3 left. So might be worth checking a store that says out of stock.

One end traps the plug, but I wouldn't call it "locking". The other end is a standard male plug.
Even on 15A circuits a 12GA extension is what you want if the extension is long.
