This may be well known to others, but thought I would share to those who did not know (i just found out myself this morning!).
You can generate a QR code in the Walmart app (if you are a W+ member) and show the barcode at CS in a walmart store to cash out to real cash. Note that you will need a min of $25 to cashout.

Yes, you can redeem Walmart cash at Walmart if you have less than $25, but the point of this thread is that you can convert it to actual cash if you have at least $25 and are willing to wait in line at customer service.
My whole point was to echo what the other poster said: Target lets you have the cash immediately to spend at any store by just not charging you in the first place. Walmart is great, and a lot of things are cheaper there than at Target. Sometimes it is cheaper to go to Target though, and as the added bonus you get the cash immediately to spend at any store.
A lot of folks simply go to Walmart for the lowest price. Not Target.
They didn't mean Target has better prices than Walmart, they meant that Target gives you a gift card right away whenever you do one of their promotions whereas Walmart+ is making you jump through an extra hoop in this case.

Not about the right the part, but I used to go to Walmart for their price matching as that is the only way they had the lowest prices. Walmart stopped price matching. Target still price matches including grocery items.
Does Walmart accepts Walmart gift card to pay for gas? Serious question here
