I slightly prefer this one having fully flat modular cables instead of braided ones (because of the in-cable caps) of the Phanteks, and the wire gauge of the TT cables is thicker (16 awg vs 18 awg).
From Cybenetics and review info on the TT and similar Seasonic units, I'd expect both to get a bit loud under high loads, i.e. above 85-90% and there are definitely quieter units out there (for a bit more $) but under typical gaming loads the fan noise will be quieter and shouldn't be noticable.
However, FWIW, this one is ATX 3.0, while the Phanteks AMP v2 is not. ATX 3.0 PSUs are supposed to handle transient power spikes much better (e.g., from power-hungry GPUs). At this performance/quality tier, I wouldn't worry too much; they're both very capable units.
I have the Phanteks one, and it works fine. Can't even hear the fan over the other fans in the system. Also, despite the retail pictures and what RichardR1490 wrote above, all cables coming with my Phanteks PSU were flat, except for the 24-pin motherboard cable, which was sleeved. It also came with the new 16-pin 12V cable for Nvidia GPUs.
In the end, it's all about whether you value the ATX 3.0 specification to be worth the extra $30. Keep in mind that you will always find top-tier 1000W PSUs on sale in the $120–160 range—even a platinum-rated one here and there.
The Phanteks PSU is a good deal at $110. But this Thermaltake at $140 is not so much of a deal—just a normal occurrence.

I was thinking more of an RTX 3090 Ti, RX 6950 XT, RX 7900 XTX, or a future RX 8900 XT(X) coupled with a power hungry CPU. For example, see this article, where some AIBs even recommended 1200W PSUs for certain builds: https://www.tomshardwar
Either way, my point was that, if one expected to need a 1000W PSU in the near future, why not have that covered now instead of having to dish out another $100+ later for a PSU upgrade again. PSUs have pretty long life cycles compared to other parts, and this unit comes with a 10-year warranty.
