This USB hub has "power delivery" aka "PD" which means that the USB-C ports can output up to 100W to power other devices plugged into it. The hub itself would need to be supplied with that 100w+ from elsewhere first, though. So if you wanted to charge your phone or tablet or something off of this, it'd need to be plugged into another power adapter brick or device outputting that.
Edit: worked fine with 12.9" 5th Gen iPad Pro!

I have some USB-C hubs and they work well with my SS phone.
use USB-C cable in the hub connect to your phone, and use HDMI cable connect the hub with your monitor
phone <=> USB-C hub with HDMI <=> HDMI cable <=> monitor
sometime, you need supply power for your phone and your monitor.
If it doesn't work, restart your phone and try again.

The cheapest steam deck docks are about $20 and have Ethernet. I've been using one with my computer with not obvious issues.

Unless the listing is wrong, the description states usb ports are usb 3.0.

I also use the one posted here, it goes down to the same price often because I bought one in Nov and one in Dec. It's been working fine so far.
