So the rarest thing you can get is an unopened pack from these

Wow, a lot of people upset claiming resealed packs and also upset they are not evolving skies packs like advertised

Ive bought plenty of these (Edit: From Target). They are definitely not resealed. The item itself comes shrink wrapped, then the tins individually have a hard plastic shrink wrap. The packs compared to older packs (sword and shield era) are tightly packed and not loose (ie: like in the Heavy Hitters box).
Packs inside were Paldea Evolved and Scarlet and Violet Base.
8 packs = $2.50 per pack; plus a tin is what makes this a good deal. If you like opening packs at a good price this deal is for you.

I think it is a good deal if you just want to open some packs. It is $2.5/pack. I got some during black Friday sale w/Target. However if you are expecting to get some valuable cards out of this, then this is NOT the deal for you. It doesn't have ES. So it really depends on your expectation.

Is this a starter pack? With say instructions on how to play the game? If not, what would the community recommend? Apparently, my gf actually knew how to play the game when she was a kid. I only collected the cards. We thought it would be a fun together activity.
No, it is not a starter pack and it doesn't have instructions on how to play.
I think this might be the one teaches you how to play:

Not dead for me; still able to add to cart and check out on the Target App.
Damn. Just looked in the app. Online it immediately says sold out. On the app it does give me the option to pick but not available for pickup or shipping 😔

My kids are just getting into Pokemon cards, and this is what I bought them, having pretty much no experience with the card game myself. It comes with 3 prebuilt 60 card decks (including a foil Pokemon card in each one), 2 of which are pre-arranged to specifically help you learn how to play by giving you a guidebook that each player can follow along with for their first 4 or 5 turns, that teaches you pretty much everything that you need to know (except for resistance and weakness) from what I can tell. After your learning game, you can just shuffle up the decks and play a normal full game.

There's also what appears to be a full rulebook of the game, as well as a game board, damage tokens, and a plastic coin to use for coin flip abilities. For the $15 I paid for it, it seemed to be a pretty good deal.

How do you find values on cards? My kid just got into these and I have no reliable info. I'm curious when he opens a pack if he's playing with anything of value I should be setting aside.
TCGplayer and Pokedata. Pokedata is much more straight forward as you can look at the whole set easily and sort by price

Any chance these are returned packs? I have always gotten Pokemon cards in store and never online due to possibility of return/opened packs. Getting this for my neighbors kids bday, and obviously don't want to look like I got it from a garage sale.

There is always a chance, but the way these are packaged makes it slightly more difficult to make it look "factory" if you were to buy, open, and reseal. Not to mention, these aren't exactly packs that high end people are looking for.

Thank helps. Would you happen to know if there is any online website that guarantees sealed packs/boxes? I have gotten Pokemon in store from local comic book stores but they are pretty expensive compare to online.

Pokemon online store is about the only guarantee. Most hobby stores will be legit. But, neither are going to offer many deals compared to retail outlets.

However, it's an incredibly small percentage of retail purchases are going to be tampered with.
