I traded in a S10 phone and got a 747$ as a promotional price offer (700$ + 37$ for the phone). If you buy outright, the promotions price will be immediately applied and the phone will come unlocked and no contract (per the rep).
I've heard the reps say the same thing in the past, but I did read that officially it's 60 days service minimum. I guess it's a bit of YMMV , but to be safe assume that you're going to be locked to spectrum for at least 60 days, and then you can do whatever you want after that.
