I have a couple of these meters and they've never been over $100. Best price I had gotten was $90.87, but that was also 2015. I'm just suggesting to shop around a bit more or wait for a price drop.
That being said, these are fantastic and reliable if it has the features you're looking for, but it's pretty basic and no-nonsense. No backlight, auto-range, or precision functions you'd see in a digital multi-meter, etc. It's like an old Toyota Camry, not the fanciest but you can definitely rely on it.
Now I can't realistically give a decent recommendation because it WILL vary on how many features you need/want and how much you're willing to spend for them. What I can suggest is you take a look at Darren Walker's youtube channel. The man is *the* guy for reviews of multimeters. He even has a website with two links at the top for his top 10 cheap and pro meters. If I had known about this before buying mine I would be carrying a Habotest HT118A instead of my Harbor Freight (aka rebadged Mastech MS2115A) meter and saved myself 50+ bucks.
